California puts memecoin rules into force
The memecoin ban has drawn a new line around how California public officials can interact with the crypto market. Governor Gavin Newsom signed AB 2409 on Sunday, barring public officials from issuing memecoin-type assets built around a celebrity, internet joke or viral trend rather than a specific use case.
The measure was approved as part of a broader anti-corruption and consumer protection package signed by Newsom. On the same day, he also approved provisions creating rules for reimbursing victims of crypto fraud and setting out legal procedures for seizing crypto assets from transnational criminal networks.
What is AB 2409 aimed at?
The law is designed to draw a clearer line between public power and personal financial gain. It aims to prevent elected or appointed officials from using the visibility or influence that comes with office to issue speculative crypto assets.

Newsom administration takes a direct swipe at Trump
In the statement announcing the move, the governor’s office used the headline “The Opposite of Trump”. The statement criticized the Trump administration over corruption and self-enrichment allegations, pointing to the viral $TRUMP memecoin as an example.
Newsom said in the released statement that public officials should not profit from their offices. Meanwhile, Donald Trump had not responded to CoinDesk’s request for comment at the time of publication.
Uncertainty remains over market impact
It is still unclear whether the measure applies to meme tokens already on the market. The report said it remains uncertain whether existing assets such as $TRUMP fall within the ban.
In that sense, the law sets a clear boundary for new issuance and for public officials’ relationship with crypto, while leaving open the question of how existing tokens will be treated in practice.
